Hi Marie! There are multiple options. Catamarans to Culebra are usually shared and fit about 20-30 passengers to make the trip costs cheaper. You can try booking the complete catamaran for your group through a tour website or you could contact directly the tour operators to make the special arrangement. Maragata Charters in Humacao offer trips for 20+ persons to Culebra and Vieques. Playero Charters has multiple boats you can rent together to fit your group. You can contact them directly too.
